Scholarship programme for Ukrainian students


The scholarship programme for Ukrainian students is set up and financed by the French Ministry of Europe and Foreign Affairs, as a continuation of the emergency French as a foreign language training programme implemented in 2023. 

This new programme is aimed exclusively at former regular beneficiaries of the emergency programme who wish to continue learning French or who entered French higher education at the start of the 2023/24 academic year.


The scholarship programme for Ukrainian students provides a monthly living allowance for a maximum of 6 months and, for scholarship holders on a French as a foreign language course only, cover for training costs up to €5,000.

The management of this programme has been entrusted to Campus France, which will be responsible for collecting applications, selecting the successful candidates and providing the services required.

Applicant eligibility

Students are eligible for the programme:

  • Ukrainian nationals
  • Holders of temporary protection ; 
  • Residents of mainland France; 
  • Who have benefited from the emergency French as a foreign language training programme set up in 2023 and whose attendance can be proven by means of pedagogical monitoring.

For applicants for a French as a Foreign Language Training scholarship: 

  • Enrolled or wishing to enrol in a French as a Foreign Language Training centre during the 2nd semester of the 2023-2024 academic year with plans to study in France in academic year 2024-2025.


For applicants for a study scholarship

  • enrolled (or will be enrolling) in a course at a French higher education institution for the 2023/24 academic year


Programme duration

Cost coverage will begin no earlier than 1 January 2024 and end no later than 31 August 2024, subject to a maximum of 6 months and depending the end date of the course followed for the academic year 2023/24.

Planned benefits

The programme includes the following services.

  1. For a French as a Foreign Language Training scholarship holders:
    a) Payment of a monthly grant of €700, prorated according to the duration of the training programme, within the limits of the grant dates;
    b) Reimbursement of French as a Foreign Language training costs up to a maximum of €5,000 per course and per bursary holder, on presentation of proof of payment. The balance, i.e. the amount exceeding the ceiling, is paid by the beneficiary.
    c) Monitoring of the beneficiary's academic progress. 


2. For study scholarship recipients:
a) Payment of a monthly grant of €860, pro-rated according to the length of the training programme, within the limits of the dates of the study grant;
b) Monitoring of the beneficiary's academic progress.

The programme does not cover student accommodation, insurance* or transport to training institutions.

* In the specific case of students who do not have full medical cover under temporary protection (status extended until 3 March 2025 by the Council of the European Union), the programme provides for them to take out supplementary health insurance until the end of their scholarship, subject to Campus France receiving their certificate of entitlement to French social security.

  • Completed online form

  • Temporary protection certificate
  • Bank details for a bank account opened in France in the student's name or certificate of social security entitlement
  • For study grants: Certificate of enrolment 2023/24 or letter of admission for the 2nd semester of the academic year 2023/24
  • For French as a Foreign Language training grants: Certificate of enrolment in a French as a Foreign Language centre covering a training period in 2024 and ending no later than 31 August 2024.

Personal data protection

Your personal data ("Data") are processed by the French Ministry of Europe and Foreign Affairs ("MEAE"), acting as data controller, and Campus France, acting on behalf of the MEAE as sub-contractor, to whom the management of the programme has been entrusted. Your Data is processed for the purposes of (i) examining your application and, for successful applicants, (ii) managing your participation in the programme, including the payment of monthly allowances, the reimbursement of training costs (where applicable) and enrolment in a complementary health insurance scheme (where applicable). All information must be filled in, otherwise your application will not be considered. The processing of your Data is based on the execution of pre-contractual measures taken at your request in the case of applicants and on the execution of a contract to which you are a party in the case of successful applicants.

Your Data will only be communicated to authorised and specified recipients. These recipients are in particular the relevant departments of the MEAE, the technical service providers of the MEAE, the persons in charge of evaluating applications, as well as the relevant departments of Campus France, the technical service providers of Campus France, and any partners, sub-contractors or co-contractors of Campus France and the MEAE. Your Data will not be transferred outside the European Union and will only be kept for the period necessary for the purposes for which it was collected and in compliance with current legislation.

You have rights regarding your Data. Thus, at any time and within the legal limits, you have the right to ask Campus France for access to your Data, to rectify or delete it, to limit its processing, to object to its processing and to request the portability of Data. You also have the right to define directives concerning the fate of your Data after your death.
